On May 31, the 2021 Zhongguancun Forum series - From the Digital Economy to the Era of Digital Intelligence" - China-EU Digital Economy Forum was held in Fengtai, Beijing. Through keynote speeches, round-table dialogues, and achievement display, the forum thoroughly analyzed the latest concepts and classic cases of the digital economy, empowered the development of the traditional industries, and helped Fengtai build a new engine for the digital economy.
As one of the 2021 Zhongguancun Forum series, this forum is an important stop for ZGC Forum to enter the 16 districts, and it is also an important measure for Zhongguancun Forum to respond to the city's South Action Plan. The forum was directed by the Office of the Organizing Committee of ZGC Forum, the Torch High-tech Industry Development Center, Ministry of Science and Technology, hosted by Fengtai District People's Government of Beijing Municipality, organized by Administrative Commission of Zhongguancun Science Park Fengtai, and Fengtai Municipal Science, Technology and Information Bureau, and co-organized by Science and Technology Entrepreneurship Service Center of Zhongguancun Science Park Fengtai, and Beijing Stanford Technology Incubator Co., Ltd. Mr. Lixin ZHAI, the Deputy Secretary of Beijing Municipal Science & Technology Commission, Administrative Commission of Zhongguancun Science Park, Director of Administrative Commission of Zhongguancun Science Park, Mr. Junwei CHU, the Deputy Secretary of Fengtai District Municipal Committee, District Mayor of Fengtai District People’s Government, and Mr. Youping LI, the Deputy Director of Torch High-tech Industry Development Center, Ministry of Science and Technology presented the forum and delivered speeches. More than 500 representatives participated in the forum, including the government officials and representatives of the industry associations from a dozen European countries and representatives from the domestic digital industry companies such as Huawei and Tencent.

Mr. Lixin Zhai said that Beijing is a world city rich in technological innovation and human resources. It is working hard to build a benchmark city for the digital economy and vigorously promote digital industrialization. Zhongguancun National Independent Innovation Demonstration Zone has a solid foundation for digital economy development, with outstanding advantages and a leading position in key areas such as the artificial intelligence, big data, integrated circuits, and blockchain. It is one of the areas with the most resource-intensive digital economy and the most active innovation and innovative capabilities.
In the next step, Zhongguancun will continue to promote the integrated innovation and application of the digital economy technologies such as the artificial intelligence, big data, blockchain, and the Internet of Things, so as to promote the digital industrialization and industrial digitization. First, it will focus on the key technology innovation in the field of digital technology and the construction of an independent security industry ecosystem. Second, it will focus on the application and promotion of new technologies, implement a number of innovative technology application demonstration projects, and actively cultivate new business formats. Third, it will intensify the international innovation cooperation and promote the in-depth cooperation between the enterprises settled in Zhongguancun and the scientific research institutions and the relevant overseas institutions through the Zhongguancun Forum and other methods, so as to jointly discuss the innovations in frontier fields such as the quantum technology and brain-computer interfaces, and further promote the maturity and improvement of the global governance system of the digital economy.

Mr. Junwei Chu stated that Fengtai should focus on the positioning and development requirements of Four districts and One hub. Relying on the key functional areas, based on the industrial foundation, it would adhere to the digital empowerment, build the eastern area as the core of the science park, and build the demonstration and leading area at the western science park. It would support the existing commercial complex in the park to create the digital consumption demonstration zone and plan to build a digital financial technology demonstration park. Driven by the digital transformation and upgrading of the industry, supported by the construction of new digital infrastructure, we will lay out a new pattern to promote the deep integration of the digital economy and the real economy, realize the continuous conversion of the new and old development momentum, and promote the high-quality economic development. The district government organized the China-EU Digital Economy Forum, with the aim to build an efficient platform for the governments and enterprises of China and the EU to further promote the exchanges and cooperation in multiple fields between China and the EU. Mr. Youping Li expressed that he wished that through the forum, a regular exchange mechanism could be established in the field of digital economy between China and the EU. With Zhongguancun Science Park Fengtai Park as a platform of pilots and practices, in terms of industrial digitization, governance digitization, and digital new infrastructure, the both sides could share experience and ideas, tap new development space, and effectively promote the close exchanges and pragmatic cooperation between the governments, academia and enterprises, and jointly promote the vigorous development of the digital economy in the world.

The relevant officials of Zhongguancun Science Park Fengtai Park said that in the future, the Fengtai Park would accelerate the development of digital economy with the main line of digital industrialization and industrial digitization. At the east core area of Fengtai Park, we would build a digital economy pilot zone characterized by consumption big data, and at the west area we would build a digital economy innovation community centered on the subdivisions of rail transit and aerospace industries. We would carry out the foundation-building plan for the digital technology innovation, and encourage the enterprises to continue to strengthen the research and development of cloud computing, big data, digital twins and other technologies to form a first-mover advantage and timely seize the opportunities. While implementing the digital industrialization collaborative upgrading and industrial digital transformation projects, we also cultivate and introduce a number of industry-leading enterprises, give full play to the role of enterprises with industrial Internet platform, empower the traditional enterprises to upgrade and promote new driving forces for the development of the park.
At the same time, in order to better implement the construction of the two areas, Zhongguancun Science Park Fengtai Park issued the Measures for Further Expanding Opening and Stimulating Innovation Vitality in Zhongguancun Science Park Fengtai Park (which is also known as Five New Opening-up Measures) in March this year, which will fully exert the characteristic industries and international development advantages of Zhongguancun Fengtai Park, and properly promote the accumulation of global innovation resources in the park. It will from a comprehensive policy system together with the Fengtai Nine Measures, and the Twelve Innovation Measures of Zhongguancun Since Park Fengtai Park, focusing on optimizing the quasi-overseas development environment, accelerating the accumulation of international high-end resources, and optimizing the expansion of the opening-up layout of the multi-polarized and multi-supported service industry.
